the target person's phone actually rings once, thus defeating the purpose.

Most carriers support a similar feature as an option once you're in your voice mail account and you don't have to listen to an advertisement.

Not entirely true. It will only work if you want to tleave a message for someone who has the same carrier as you. And the advertisement... is 10 seconds long? Big whoop.
