Is there specific criteria for what counts as "cyberpunk"?

I ask because I genuinely don't know.

its a subgenre of fantasy that includes the ability for humans to interface with machines, normally at a neural level.

Ghost in the shell, but that's animation.. Robocop and Terminator ( the first one ) are kind of cyberpunk. Mad Max(1) was a cool movie as well.
