XP with DSL quickstep...
Checked out that thing out rozzer, seems to measure bandwidth rather than manage it.
Just something that would let me say put the max download speed on each machine to 30k, max upload to 15k would do ;(

I'm using xp, I don't c ne bandwidth options in the ICS, it's a wireless network so it's not to do with cables. It is running at a decent speed and it's because the computer with ICS on is hogging allll the damn bandwidth ;(

Well if you had a switch or router that could let you limit bandwidth on a per-port and per-traffic-type basis, I'd say install that bad boy right inbetween your two computers. But since you're wireless, I dunno.
