Critics of the changes, who said they racked up 20,000 members on a Facebook group in recent weeks, said the new rules would turn the fun only-in-San Francisco party into a regular 12-kilometer footrace like any other race in any other city in the world. Earlier this week, they called for a registration boycott of the race.

In recent years, neighbors and city officials have become increasingly concerned about the number of drunk people who leave behind trash and urinate in public.

"We would love to have people register because they enjoy all the benefits and should participate in paying for the cost of police, trash pickup and porta-potties, so everybody can use (them) rather than doorsteps along the race route," Singer said.

I can understand the reasoning in a way considering the mess people leave behind. But this sucks. Will be interesting to see how many show up this year.

Changes make Bay to Breakers just another footrace

City leaders and sponsors of the 98th annual wacky footrace announced several major changes today that detractors say will turn the over-the-top, only-in-San Francisco party into a 12K footrace like any other race in any other city in the world.

At the May 17 event, police will cite or arrest anybody openly drinking alcohol or appearing to be drunk, and will physically remove floats and any other items on wheels like shopping carts with kegs in them, officials declared.

People dressed in oversized costumes must run at the back of the pack, walkers must stay to the right while runners stay to the left, and no in-line skates, bicycles or skateboards are allowed. Nudity is not allowed, though police said they aren't planning to issue citations for indecent exposure.

At least the Elvis costumes can stay.

Gabrielle Harris, a 29-year-old publicist who lives in San Rafael, has run the race three times and called the changes devastating.

"We all kind of leave our hearts in San Francisco, and Bay to Breakers is a huge part of the reason," she said. "It's one of the most amusing and unique events I've ever experienced."

Amusing to participants, yes. But increasingly not so fun for neighbors along the route that stretches from the Embarcadero to Ocean Beach.

Leela Gill, a board member of the North of Panhandle Neighborhood Association who lives on Baker Street, said she loves the race and has watched from the sidelines - often on a couch carried outside - for 20 years. But last year was out of control, she said.

"People were vomiting, drinking and throwing trash along the route," she said. "The panhandle itself was trashed, and the neighborhood around the panhandle was trashed. Residents were shocked at the disrespect people showed."

Sponsors last year put 500 Porta Potties along the route, 100 more than the previous year. But still, participants relieved themselves anywhere, including the sides of buildings, front yards and throughout Golden Gate Park. Mayor Gavin Newsom beseeched the group before the race to clean up after itself, but sponsors say 35 tons of trash - including huge floats - were left behind.

Supervisor Ross Mirkarimi, whose district includes much of the race's route, called the crackdown "severe but possibly necessary as a result of the catastrophe of the last two years."

Nathan Ballard, press secretary for Newsom, said the mayor "supports quirkiness and zaniness" but that he was fully supportive of the crackdown.

"We're going to back the Police Department on this one," he said. "You're still going to be allowed to dress as Michael Phelps taking a bong hit or whatever suits your fancy, but we're trying to reduce some of the health and safety problems that have been impacting the neighborhood in recent years."

But fans of the race weren't buying the claim that Bay to Breakers will retain any of its heart or flair. At least one blog, a Web site and four Facebook groups were formed Wednesday to protest the changes. One Facebook group called "SAVE the BAY to BREAKERS!!!!!!!" had close to 400 members by this evening.

Count Zach Berke, a 29-year-old Richmond resident, as among the most outraged. He's helped organize 400 to 500 friends and acquaintances for a party-within-party for the past few years.

"It's the floats we really feel are key," he said. He and his friends have started a Web site - www.savebaytobreakers.com - where they encourage people to divest their money from ING, the race's main sponsor.

Many fans said this is one more example of San Francisco events becoming boring or getting quashed altogether, especially following the cancellation of the Castro's Halloween party, which became marred by violence. By contrast, nobody was arrested during the Bay to Breakers festivities last year.

Elizabeth Archer, a 27-year-old Seattle resident, had planned to visit the city for a week in May to help her friends build a float and run the race in a toga. She's seen her friends' pictures for years and has always wanted to participate, but she's canceling her trip.

"No one's going to visit for a standard G-rated parade," she said. "People don't travel to cities just for foot races. The spirit's just gone."

I think the urinating is the least of their concerns.

I think the biggest reason for the change is the cost of trash pickup. I imagine that's VERY expensive to clean up. 70,000lb of trsh last year. that's insane! And SF has to balance it's budget by law and is still like $41 million short.

If SF is serious about its stance, someone who really cares should call the city, see how much cleanup costs was last year and how much they expect it to be with the changes.

From there, if the city is willing to work with you, work on fundraisers to raise money to pay for clean.

Trash cleanup is why Love Parade in Berlin was canned for a number of years. City stopped seeing it as a non-profit functions and the LP Organizers had to pay for trash cleanup....know that's far more people, but it was still confined to one general area, and didn't consist of leaving heavy as floats behind....and if I recall, the estimated cleanup costs was $500,000 or something.

Don't want to imagine how much it'd coat to pick upt he trash here since it'd basically be spread out over miles ;P

SF could just require people to register floats and all if they want it to be a part of it, so they have the info from the person and all, and hold them responsible for disposing of it....but people would still figure out a way around there. They would still register, sure they could find a way to make it so the organizers wouldn't be able to surely track it back to them if they left it behind. Maybe before it started,the organizers could take pics of each float...but then people would try to sneak in floats during the route or something to avoid them and sure SFPD doesn't want to deal with that hassle, hehe...

the politics of sf are a shit stew of shameless pandering, self-serving incompetence and egomaniac histrionics. case in point: yesterday mayor hairspray was supposed to be at a meeting with dozens of city officials and business leaders to solve the budget crisis, but instead he flaked to go work on his gubernatorial campaign in san jose. and leave it up to community activism to confuse the hell out of you... last week residents of the mission thought it prudent to forcefully reject the socially-conscious american apparel from moving into the neighborhood on the grounds of 'it's a chain', even though it would serve the community well in several ways. do i even need to get into the city's crowning failure: the sanctuary policy? it's best to avoid sf politics altogether and just break the rules tactfully, you'll live longer that way...

I think it will. I can't see them suddenly turning away everyone unless the police are out in riot gear.

It's SF, if the event turns out to be utter crap due to the crack down - they might change their mind next year. Or better yet, I can see an 'alternative Bay to breakers' pop up within the next few years. There are just way too many people that participate.
