most of the big trance sites have producer sections including this one.
problem is gettin people to listen to your stuff - if you think about it, why should they?
I occasionally take a bit of time to listen and comment on a few producers tracks just for the hell of it, but it does take time, and I could be listening to something I know I'm gunna like .
on the whole though the formula for getting your tracks listened to and commented on seems to be:
1: take part in the forum you post to before you post your tracks to it.
2: be friendly and helpful - comment on others tracks.
3: post your music as a decent quality mp3 direct link and ask politely for comments.
4: wait.
5: garnish and serve.
these tips are pretty much the same tims as you get in the producers section of trance.nu (stickied message - worth a read)
remeber - the people who listen to your stuff are doing you a favour (and when you are signed and release stuff it pays to remeber that too!) so listen to their criticism/praise and don't take it badly

The promotion forum on TA is the best one ive been to.
Just post feedback to others, and they`ll post back at you.
I would add that critiquing other people's music is a bit of a learning experience, in itself. It's one thing just to listen to other people's music, but quite another to hear it with the same critical ear one has disposed to creating their own and then being able to express one's thoughts in a succinct fashion that sheds some light onto the other person's production. You kind of get out of it, what you put into it, and when you've completely lost perspective on a mix you might be working on, critical listening is a great way to get that perspective back.

another way is to make a few promo mixes and sneak ur tracks in there
Make a 10 minute Youtube video of the tracks you produced (preferably you spin them for the video) and post it up there under the "10 Min Mix". It will get exposure.
