Sounds like each part is double-tracked and panned apart - it's a pretty common technique for beefing up vocal tracks.

So I would just double her voice and change around the pitch or something for each layer?

Are you referring to all the harmonies?

There is no effect. its just a woman singing harmonies to back the original vocal. The main vocal lead also sounds double-tracked and panned as said above.

If want to achieve something similar without reocrding vocals which is obviously the best way, you can use a harmonizer or pitch shifter. The results wont be great though unless your looking for a certain effect.
