In their book "How To Have A Number One The Easy Way", the KLF claimed that great music had nothing to do with originality or craft, and was all about the charisma and personality of the musician shining through. They claimed that one day someone would make a track that was just a 4/4 kick drum all the way through, and that somebody else would then copy them. One of these kick-drums would sound better than the other, simply because the charisma of one musician was greater.
They were probably joking, or exaggerating in typically hyperbolic, KLF style. You can read the book online for free if you search for it on Google.

it's actually cool to hear in a john cage kind of way, because you get to hear 'everything else' coming through, all of the electrical noise and environmental noise.
i also read a paper once called 'percussion and transition' which talked about certain frequencies of repetitive drum hits that induce trance states in humans. id have to look it up again, but im pretty sure it was about this tempo.
and like system-j said of the klf, in a way, if you played this out or saw this played live, you would almost certainly see the personality of the musician or the deejay more clearly in their reaction to what's going on, the way they play it and use it, etc.
even if they were joking it is interesting
