Sounds like a band pass filter with delay.
Sounds like he is adjusting the delay time to make it sounds frantic and then filtering or phasing as you pointed out.
Not totally different from the effect that Sander Van Doorn uses in his productions, just doesn't take as long to develop.
He's right although I don't think its a band pass. And he is using the djm 800, but pretty much any equipment that has a delay on it you can do this with.

He's actually using a DJM-600, but of course it has the same effect.
