If government shifted foreign policy every time the whims of the general public changed, nothing would ever be accomplished--except antagonizing every other country on the planet.

So true. In terms of funding projects and goodwill initiatives, I can't even tell you how many times the US has started something and then abandoned it when the public lost interest. Really damages our reputation abroad in a lot of emerging markets.

Say what you will about China, but they are making a lot of headway around the world with their consistency.

Yes he did and I'd agree. But that doesn't mean give leadership a blank check to do whatever they want. "Leadership isn't a popularity contest" is a great rhetorical statement...
