In FL Studio does velocity always affect output volume?

I know what you mean , because most of the time , yes it does for me , but if i use a short stabby sound , unless the velocity bar in piano roll is completely down , there is no change.

Not sure , i dont use any of the inbuilt synths , but like hasbone says , it does depend on synth aswell.
