The way the song is programmed. Though the progression can be expressed with different sound elements and techniques, the most classic is through a building up of percussion instruments.

Isn't prog house more what DJ's like Desyn Masiello, Luke Fair, Add2Basket etc. play (or in Desyn's case used to play)?
