The changes would come into effect in January and are designed to plug a significant hole in the TTC's $100 million operating budget deficit.
It won't close that hole completely though and the TTC will have to go before city council for the remainder.
Before the vote, councillors listened to a parade of student representatives who argued for post-secondary students to get a break on transit costs.
The TTC's student rate had been limited to high school pupils but commissioners voted to extend that to all post-secondary students regardless of age or the extent of their course load, starting next September.
"This is the best way forward," TTC chairman Adam Giambrone said.
