I almost want to say it's some mashup or remix of Robert Miles - Children -- you can hear samples of it around the 1:00 - 1:10 mark. Still scouring youtube and google while I wait in hopes that one of you fine people knows the answer to this.

I'm almost positive it's a mashup between Robert Miles - Children (Inpetto Remix) and a vocal. No idea what the vocal is.
