Its not. Whats on that banner is the Hammer and Sickle, a symbol associated with communism which is why it was incorporated (along with the red star) on the soviet flag (the russian flag looks nothing like the old soviet one) as well as many other communist states.

As for why its on that banner. The hammer and sickle is still used by various communist parties, which is what KKE (Kommounistikó Kómma Elládas - Communist Party of Greece) is.
