Where could I find a program that will assign tags to files for quick browsing?

Which OS?

I used this one on a PC years ago and it was OK:

Sample Tagger - free

If you really want to get serious about it, buy a Maschine - its Kore-based browser is excellent for tagging, browsing, and auditioning samples.
