As I understand it, horizontal tracking is basically the angle at which the needle meets the groove of the record. You can adjust it by moving the cartridge backwards and forwards a bit using the screws on the headshell.
The Wally Tractor is a tool for measuring this angle precisely and helps you to get it perfect. Tbh I don't know anyone who's ever bothered using one, let alone a DJ. It's the kind of thing only the seriously anal audiophiles pay any attention to and I expect you'd need a much better turntable than a 1200 before you could notice a difference.
The overhang gauge is easily accurate enough for most people and I expect very few even bother with that.
In case anyone still hasn't got a clue what I'm talking about, here are a couple of pictures of using the overhang gauge:


The idea is that if you move the cartridge so that the needle lines up with the end of the white plastic bit, the needle will sit perfectly parallel to the groove when it's on a record.
