If I had to guess, I'd go with, one alarm sounded meaning the fire was in one area of the building, but a 2nd alarm in the building went off meaning the fire had spread throughout. Could be completely wrong though...

the amount of alarms refer to how many fire departments are called, ie. a 5 alarm fire vs a 2 alarm fire
