You don't happen to have a granular type sampler thing? I'm sorry I forgot the technical name, in FL it's called the Fruity Granulizer.
It stretches on pitch and time too.

What if you stretched the sample outside of your DAW in a program like Audacity? Audacity has settings where you can transpose pitch without changing time. More work, but it turns out alright.

Say I have a wave sample of a pad or something. When loaded into sampler in order to change the pitch of the sample (just because thats how pitch works) it has to speed up or slow down the sample to achieve the different pitch. Right now I'm resampling the pattern into wav forms and changing the pitch of each clip but there has to be an easier way.

ok so your thread title now makes more sense. You cannot timestretch within sampler or simpler, we've all been asking for this from Ableton since v6. Trust me on it's on a long list of "wants". Kontakt can do this but what you're doing is the only way right now, sorry man!

But kontakt sounds shit when it does it... Really, 2 semitones either way is about as far as you get before it sounds really granularised. Which is great as an effect, but not natural.
