HOW TO MAKE THIS STUTTER EFFECT? it sounds very nice and stereo
I believe it is not a delay plugins.
is it plugins such as effectrix? or does he cut MANUALLY the vocal into tiny pieces (1/16,1/32, 1/64)?

however in the minutes of 1:55- 1:57 there is a filter kind / chorus effect, how to do that?
i think its not using beat repeat

Perhaps it's be dBlue glitch (a bit buggy depending on your sequencer, but free!).
I'm assuming the effect you're talking about is just layering of a low-pass/bandpass filter on top of the stutter effect. Chorus or Phaser is also an option.
If less is more think about how much more more would be.

suppatrigga/effectrix make for good alternatives to dBlue glitch, as well, if that's the effect you're after

I think it's layering as well. I've done something similar where I duplicate the channel and add the chorus/echo/whatever effect only to one channel while keeping the other intact. Than I tweek the volume of the channel with the effect on it to make it subtle or really strong.
