kind of, really filter plugins at it's most simplest form are EQ's but then what sets them apart are usually things like modulation (LFO's, envelopes, etc). I'm not aware of an EQ (at least being advertised as an EQ) w/ an LFO on it.

check out Fabfilter Volcano's demo so you can really see the possibilities w/ a great plugin (and a good price too!)

Filters/EQ's basically are EQ's/Filters. They work the same way.
