The strobe light is there to check that the speed of the platter is adjusted to zero correctly. When you have the pitch at 0, the big dot should appear to be motionless, at +3.3, the second from top dot should be motionless. It's so you can make sure that the pitch is set right.
As for the target/cue light, try playing in a club where lighting is minimal. It's pretty damn hard to see anything. It's so you can read th evinyl and find your cue points, although they don't really work that well
