Need Help - CGI Mail Script

Does any of you have one of those CGI scripts that allow me to send mails directly from a form in a webpage?

I'm not talking about the script properly, but about the server permissions to run a script like that from my webpage (actually is the webpage of the student council of my univ but here they don't allow me any cgi)

The flow would be very reduced.. expect 1 mail per week top.. any1 can help?? plz????

The problem I have is that the university doesn't allow us to use php/asp/coldfusion/cgi...

so i m pretty much fucked up and my only alternative is to look for a caring soul that would allow me to use a php script / cgi / etc from their servers

Does your university run on a win2k server?
If so it won't allow CGI scripting.
