I'm not sure if he's turned 20 or more yet but Antares from Suntrip records is one of the best neo-goa producers around. He produces good peak time Goa and also stuff with very melodic trance influence like this gem:

I like Porter, Vexare & Madeon the most. I'm in the 20 & under producer category and I share similar musical tastes with them. I make & listen to mostly electro & dubstep. Maybe it is something to do with our age bracket haha.

This isn't really a new thing, it's merely the case the software has made production available to musically minded kids who could never afford a little silver box on a paper round, so they get their chance early. A lot of famous dance music acts got started at scarily young ages.
