In Brazil, at least the part of Brazil I was in, you pay for anything your purchased during your night, at the end. So when you show up, you get a card that is associated to you and anything that you buy that night and then you pay for it all at the end. With that being said, I'd wait for more information to surface before we jump to conclusions about a building being ablaze and bouncers simply weren't letting people out until they paid for the booze or water they purchased during the night, instead of the alternate possibility that bouncers weren't letting people out prior to the fire being set.
