I am pretty sure it is not just one person. Much easier if you have a collective all oriented in the same goal/purpose. I think its a bit of a metaphore because it's showing how you can never put a stop to terror.
As for who it is, I'm sure its some twisted group of people that feel this is the time to strike etc. Bunch of lamers.

Yah I agree with Sand Leaper. I believe he's a terrorist and that he does have outside help. He may be working alone, but I think that he has outside help from people. How else can he escape the cops so easily when they put a net on the area? I wonder what terrorist organization is helping him. He's already shot one young kid a couple weeks ago, and now he's threatened to go after even more (as he stated in a note to the cops). He needs to be destroyed.

Well on a serious not I have to say that the sniper is a terrorist cause they or he is causing terror on us... However he is not the type of terrorist that you all are thinking of from over seas... It is a white guy that got bored and is all fucked up in the head. And anyway we all know that the sniper is Cal Ripken....
