I had a cystoscopy for gross haematuria early this year (turned out to be a stone). Topical sedation, mild discomfort (felt odd until they passed the bladder sphincter and that was just uncomfortable - not painful just felt like I had to pee really really bad).
It's more awkward than anything else. But did not go under and didn't feel pain. Your urethra goes back to normal feeling a few minutes after they remove the scope.
