Hmm might want to try University of Toronto, or some colleges (which are 2 years) like seneca, sheridan or humber college.

I'm currently doing a post-graduate certificate in PR at Ryerson. I'm only in the first course. My instructor is an idiot, but I think the certificate as a whole has potential.
Centennial has a wicked full time program - graphic design, event planning, PR and sumthin else all in one.
The only university in Canada offering a full time undergraduate degree in PR is St. Mary's university in Halifax. Excellent program.
