That really isn't true though, and I don't know what you're basing it on. Weed and ecstasy aren't really bad for you unless you take them in excess. Even cocaine doesn't have severe negative effects if it's pure enough (it's "dirty" cocaine that's the worst for you).
But I guess, if you want a "general" explanation?
Many things that damage our brains seem to produce a "good" feeling. Alcohol is literally poison. So perhaps you've got it backwards - it's not that the things that make us high are bad for us, it's that many things which are bad for us just happen to make us high.
Many exceptions to that generality though, as stated earlier.
