CANCON (Canadian Content) rules....a certain percentage of the content broadcast by all Canadian radio and television stations must be from Canadian artists....it's not that ridiculous when you think about it (except that it means crap like Nickelback soaks up way more airtime then they'd otherwise deserve)

there are definitely pros and cons to the policy, which is part of the Canadian broadcasting charter - but none of the arguments against the policy (some which I agree with, particularly the ones which argue that the policy comes at a heavy financial cost to taxpayers) speak to it being "racist".....at the end of the day, the purpose of the policy is to ensure that Canadian broadcasters dedicate a certain proportion of their airtime to supporting Canadian artists and productions (and ultimately their jobs); not really an unreasonable request
