After my own discussions and references, the general consensus is that it is in fact legal even to this day.
Strange that you don't see it these days.

I think as long as the ball travels forward then it's legal alright.

nope.
the law says once the ball travels forward in a penalty then its fine. the attacker must be outside the box aswell when the ball is kicked.
the reason its not done now is because defenders run in aswell. if you look at the cyruff one theres only 2 oppisition players standing there, and they dont bother even moving.
if it was tried now, chances are a defender would have a good chance of getting a tackle in, thats why it not done. would be perfectly acceptable if tried though

it is perfectly legal:
1-the attacker who was passed the ball was outside the penalty box
2-the ball travelled forward
3-After the penalty taker touches the ball, anyone can get in the penalty box and touch the ball (we do see this when keepers dont grab the ball but just hit it)
y is this not done so often?
1-i doubt nowadays there are a lot of keepers that r just gonna stand there like this keeper
2-after penalty taker touches the ball, a lot of defenders get inside the penalty box
this happened to us once in a soccer tournament and we thought it was illegal n bla bla bla, but it wasnt....they showed us a lot of things n shit
(but those penalties can only be made during the game of course)
