Why lose the element of surprise? Even if this were legal I would still carry concealed.

I agree. This would just help with a few problems:

1. "Printing"
2. Carry in the summer is much easier
3. Prevent prosecution should your concealed firearm accidentally be displayed.

Pros:
1. Deterrence
2. Draw is much faster
