What the senators haven't though of, though, is that it is nigh on impossible to create such PoliceWare in reality. Let's say it monitors avi- and mp3-files, how long will it take, before a new format emerges using the same kind of technology? Weeks at most, and you really cannot cover your ass against future file-formats. That is, unless you create certificates of some sort to go along with each file in order to make it useable - in which case your current software is rendered useless and development of new software in privat homes will be impossible.
