While it differs from case to case the only real reason I consider war justifiable is if you've been attacked, or the country your at war with has violated some major treaty, or is funding, or participating in activities that you have proof, can put the country at risk.

as a general rule, when your attacked, or one of your allies have been attacked, there are exceptions, genocide, madmen building nukes, invasions of soverign nations and some others.

war can always be justified, there is seldom good versus bad in war.
Except in cases of oppression as a result of imperialism.
Under the United Nations Charter all people have the right to self determination. Invariably people have to fight to get self determination, its seldom given voluntarily.
To put it in concrete rather than abstract terms, I will give an example:
A slave will always be a slave until he takes action to remove the chains. The chains dont get removed by asking nicely, they get removed by killing the slave master.
