Yes! There's your out dude! Better of you had someone who can vouch for that... he did get your plate and he finished it up electronically, so it got registered, and that's why you got it mailed.
Just go to court, and tell him like I said. The parking enforcement officers can be real pricks, but the guy also has taken an oath... he knows he can't lie in court, and just like any self-respecting individual, they will say what happened from their point of view. He enjoys his well paying job, he doesn't want to lose it. So at worst he'll likely say he can't remember, and in that case, you may get the benefit of the doubt.

No. By signing the bottom of the ticket, the issuing officer is declaring that not only does he believe that you committed the infraction, but it certifies that you have been served in a proper fashion. This means either on your person or by placing it on a conspicuous place on your car. By driving away he is unable to serve you properly and therefore the ticket is invalid.
