Nowhere in that article is Obama, USA, heck even America as a continent, mentioned. Which makes your comment pure speculation on your part. You are presenting the case as though PLA are moving forces closer to border as a result of a statement made by Obama, and that simply is not true. They have been mobilizing forces along the border since April 1.
