Yes it is. Why wouldn't it be? The cells would still absorb more oxygen than needed and too many free radicals would appear. Get it through your head that this amount of oxygen is exactly what's best for us. That's why when you climb to higher mountains you get more blood cells, because there's not enough oxygen. And when you come back down, you loose them because they supply you with too much oxygen, regardless of the fact that you've also increased the air pressure. Finally, the quote you posted totally contradicts itself because it admits that the very research they base their theories on showed results that the oxygen concentration in the past (about a 100 million years ago is my guess) was toxic for humans.
