Well..I didn't quit the forum. Funny how he didn't say anything for like 5 days then makes 5 posts in 5 minutes and gets himself banned. And it asked me for some numbers on my checking card which are of a pretty different format than what my card has written on it, so I didn't manage to finish making the account. I did a check on Paypal's site, and apparently they have gotten themselves an entirely new fee structure as of 18 August 2005. They still have listed the $1.95 fee for activating your account to expanded use, but now it seems that this fee is not charged upon sign-up, but rather when you explicitly request to have your limits removed.
