The easiest answer is that they don't have the lineup ready yet. Even if they have agreements with the main acts there is a lot of politics w/r/t how they're getting billed on fliers, stages/timeslots, etc. This can take time to work out. Admittedly, I have no idea if thats what's going on here, but those are the reasons that were given to me when skills was taking its sweet time with a lineup for one of their shows a while back.
Also, delaying the lineup announcement works really well for getting a bunch of free promo on forums cause everyone bumps the thread looking for new lineup info, lol.
