You realize that a lot of military knowledge is theoretical till it is put in practice, in fact, besides the last 10 years a lot of doctrine in the US military was based on little experience, and more theoretical and taking history and other countries lessons into account.
If you read some of the field specific journals (my favorite being Field Artillery Magazine) from around the end of the cold war you can see a lot of this type of learned or expected knowledge and how rapidly it can change.
I read a good piece from the Jan. 1990 issue about how mortars were useless because we will never fight an enemy again that is dismounted (and they will only dismount within ~500 meters, too close for effective indirect fire from mortars). Skip ahead 1 year and the same journal is talking about the importance of LIC and accurate and small fires to minimize collateral damage against civilians.
If you look at Iraq and Afghanistan there is now a huge amount of indirect fire support from mortars because of the ranges involved and the amount of fires needed, and the fact that insurgents are 99.99% of the time not in armored APC/IFV but dismounted or in Suzuki pick-ups and Renaults where HE rounds will easily be effective on them.
All I am saying is that studying previous history or tactics is how new tactics are thought up, but you are right, experience does matter, because most of the time huge portions of those tactics go right out the window (and written down for others to learn).
