I'm obviously biased, but this is a very poor argument. Apart from the monetary gain and perhaps increased spending on infrastructure, what does tourism do for a city? Fill it with annoying prats, basically. As rage man said, tourists don't make a city more liveable; quite the opposite, in fact.
And in regards to overseas attention and culture, you have to be joking. Melbourne Symphony Orchestra, Comedy Festival, Melbourne Theatre Company, Grand Prix, Spring Racing Carnival, Melbourne Food & Wine Festival, Good Food Festival, Melbourne International Film Festival, Australian Open, AFL Grand Final, Grape Grazing, A Day On The Green, Fashion Week. What the fuck is Sydney known for? The city is basically a halfway point between the brash tackiness of the Gold Coast and Melbourne's more down to earth nature. Think about all the events I just mentioned, and how much international attention they attract. In what respect does Sydney attract such attention, from people other than tourists?
Sydney's nightlife is a farce in comparison, too. The city gets less international DJs than Melbourne, and has a pretentious collared-shirt, high-heel culture which discourages fun in favour of being seen. No, The only things that Sydney has over Melbourne is beaches and top restaurants. However, while Melbourne's top restaurants aren't quite as opulent and well-regarded as it's northern cousin's, Sydney has nothing which compares to Melbourne's coffee culture, and its Italian and Greek influence. I'm not attempting to say that one city is better than the other, because different people look for different things in a city. You, for example, seem only to care about the property market. But to try and claim Sydney has more culture than Melbourne is ridiculous.
