The complaint against Rebecca Bogard of Woodland Park Drive, Biloxi, was filed by the student's parent, said Capt. John Miller of the Biloxi Police Department. She was arrested Friday by the Biloxi Police on one charge of sexual battery on a male under the age of 16 and taken to the Harrison County jail. Judge Albert Fountain set her bail at $50,000, and she was released the same day. "This is her first year to teach at the alternative school," said Biloxi School Superintendent Paul Tisdale. Bogard is a science teacher at the Center for New Opportunities on Pass Road; she previously taught at one of the district's elementary schools for about three years. She is a 1998 graduate of Biloxi High School. Tisdale said he has informed the school board of the charges against Bogard. He will meet with the board attorney and the district's personnel director today to determine what action should be taken. A preliminary hearing will be set within the next few days by the Justice Court, said Miller.

Investigators say 29-year-old Stephanie Ragusa allegedly had sexual relationships with the four underage boys. In the past two months, Ragusa has been arrested and charged three times in connection to two of the cases. FOX 13 has learned that Ragusa had at least four victims, and investigators aren't ruling out that there could be more. Phone records give details The new documents include a transcript of a 17-minute long, taped phone conversation between Ragusa and one of her victims. Based on a transcript of those conversations, it appears Ragusa was aware that what she was doing was wrong. Ragusa: It's illegal. Victim: Oh. Ragusa: It would be all over the news and everything: Victim: Oh, like that one Debra Lafave thing? Ragusa: Yeah. Read the transcript: PART ONE | PART TWO Later in the conversation, the two go on to discuss the same concerns about their activities. She also says she had hopes of going to law school, and she indicates she knows how the law works. Ragusa: It's just something— it's kind of like one of those things you take to the grave, you know? Like there's no— I've been looking into law schools and stuff lately because I want to go to law school next year. Victim: Yeah. Ragusa: And it's one of those things that when it comes to crimes involving minor children under the age of 18 there is no statute of limitations. What that means is there's— it's not like, you know, for most crimes they could say, 'Well, you broke into my house.' Ragusa also expressed concerns about what might happen to her family-- and specifically her handicapped brother-- if she were caught. She said she didn't even like talking about it on the phone because people listen to cell phone calls. Police reports reveal details of encounters In a police report included with the documents, one of Ragusa's seventh grade students told investigators that he and Ragusa parked in her Lexus SUV near Gant Road. He said Ragusa performed oral sex on him and then they had intercourse. The teen said Rugusa had several tattoos, including a flower and a butterfly tattoo on her front below her panty line, and a tattoo of a gecko lizard on her back. In a handwritten statement, one of the victims said Ragusa waited until his parents were asleep one night, and then drove over so they could have sex in her SUV in the boy's driveway. First arrested in March The case first made headlines when Ragusa was arrested on March 15. Investigators accused her of having a sexual relationship with a 14-year-old student at Davidsen Middle School in Tampa, where she once taught. She bonded out of jail on those charges. Then, on April 15, Ragusa was arrested again. Detectives say they learned she had a second victim—a 15-year-old boy. She was charged with lewd and lascivious battery and two counts of sex with a minor. While she was out on bond on those charges, investigators say they learned that Ragusa had continued her relationships with her victims through text messages, love notes, and cell phone calls. On April 16, detectives say her alleged second victim contacted them to say he had still been exchanging text messages and having sex with Ragusa. According to investigators, he claimed the last time he and Ragusa had sex was on April 5. Ragusa's third arrest came on April 28, after investigators say they caught her in the act at the second victim's home, where the two had apparently just had sex. A detective spotted her as she left his home, and they interviewed a 17-year-old friend of the victim. Investigators say that witness told them he saw Ragusa and the victim kissing and he videotaped them using his cell phone. That video was turned over to investigators. Detectives also say the witness told them he heard noises coming from the boy's bedroom while he and Ragusa were inside, and it sounded like they were having sex. Ragusa remains in jail, and she's currently awaiting a previously-delayed bond hearing. Prosecutors have indicated they intend to make sure she's not allowed out of jail on the new charges she's facing.
