mostly during...some before (esp if u already are friends with ppl), but its easy enough to meet up at the beginning of the event if u go early enough - most try to be front and center...makes for a MORE enjoyable event when you are there with friendly ppl right or else the Afterparty is a good place to meet also (thats in the Village on 8th and Little MacDougal). But of course even MORE fun to meet AT PVD thennnn to go to the AFTERPARTY together!!!
