Most of the problems with ingrown hair is if they did a botch-job by the sounds of it, breaking the hair sort of half way out of the follicle rather than a complete removal. Your exfoliations after though are the most important as that's when new hairs are going to be popping up and you don't want to hamper them having to claw their way out over dead skin cells on the surface.
Also, your hairs will thin a bit after a fair few waxings, fine hair tends to have a lot more trouble emerging than thicker ones.
