From what I can gather off a quick read, the explanation for such a wide range is, unsurprisingly, that for example the US is such a composite country of various nationalities and cultures compared to other places in the world. Subsequently, you'll then get wildly fluctuating circumcision rates in different areas of such countries.
I'm sure there are supplemental reports providing more detailed information on the 20-80% range-countries, but that wasn't the reason I posted that map anyway. I just thought it was humorous how an uncircumcised penis was described as a "third world country"-phenomenon, when circumcised penises actually are more prevalent in these "third world countries" than anywhere else on the planet.
