They did try... its not so easy since CIA agents are not like suicide bombers that just wanna commit a suicide assassination. Also Saddam had many lookalikes (you can find a picture of all of them, from the cia) so on most public appearances it was not even him. I remember when the president of Austria went to meet him before the Iraq war, after video analysis and the judgment of his ex wife, they found that he had met with one of the fakes.
