Simple as fuck to get drunk here. With a legal age of 18, and a serving age (not legal but its generally easy to have got served from 16 onwards for guys, and depending on makeup/tatas for girls earlier) to just WALK to a field or place, get drunk, have a laugh & walk home. No need to even bring cars into it, if you can't drunk-walk a couple of miles max then just get a taxi or something. for all the things the uk loses on, this is easy & no college gives a shit if you get drunk so long as you don't do so in class
