There's currently 11 teams, so at least 1 will get in. Direxiv (McLaren B), Prodrive and Paul Stoddart's "Minardi" are the favourites. And since there's so much interest I can see FIA trying to squeeze in one or two more applications, making it 13 or 14. Problem is most teams don't want more competitors as it reduces their share of revenue, I guess it's a matter of negotiating with everyone. There's that meeting with all applicants and FIA on April 10, surely by then they'll try to find a better solution than refusing 10 applications.
I'm wondering if all this isn't some April Fools joke in Australia already
