In fairness, I think the article makes a good point in that the discourse of "terrorism" becomes a way for governments to justify certain actions and downplay other actions to its own people.
For me, terrorism is an act of violence intended as a spectacle and where material damage is secondary to psychological damage. Terrorists don't aim to bring down the West skyscraper by skyscraper and marathon by marathon, they aim to create a state of paranoia that undermines personal freedoms of that society, thus destroying the Western way of living. A lot of Western military actions described in that article may have had psychological targets as well as material ones, but Western governments ultimately aim to win wars through material destruction. That, however, is a utilitarian definition and doesn't deflect from the point that killing civilians is killing civilians, and the West do it just as much as the "terrorists".
