There were/are clubs in Montreal with 21+ as their age limit. They might not enforce it all the time, but that's not the point.

legally saying a club is only 21+ is disciminating
they **COULD POSSIBLY** and a big "possibly" be sued by some whackball
they wont make it 21+ though... why lose out on that big a clientele?
