sorta yeah. Each local council has an allocation that people can apply for etc but there are people who wait ages because they're gazumped by the 'needs' of others, generally girls popping out kids cos they know what they get for it.

Probably not the same level of desperation due to a lack of social security in the US, but I don't really think the problems are endemic to those areas. You'll find this kind of behaviour across the whole economic spectrum, at a private high school I met birds that reckoned they'd snag a bloke for much the same reasons... its just they aimed for a better house + car if they laid the right one.
But no one was sticking a gun to a blokes head to shag some minger out for his money (or create a tax burden on the rest of us) and these mental amoebas dont actually reproduce with binary fission!
Nope, some where along the line there's some deadbeat who couldn't keep his dick in his pants or use a franger.

Hardly Just haven't used the word since then! In most of my travels around the UK, everyone just called it a "johnny". My friends got weirded out when I'd call it that (like, who the fuck is "Johnny"?)
